TRANSFER OF DEVELOPMENT RIGHTS
Managing growth of the county/local government decides which sections of the county it will deny the right to develop – “sending zone.” This includes a private land owner’s right to construct any structure on his property. Under the same program the county encourages the construction of houses on ALL available land in the “receiving zone.” In Shelby county the “core and transition” areas will likely be the “receiving zone.” If a property owner or developer purchases a TDR certificate from the private property owner in the designated no build zone (sending) he is granted by government the right to build houses on property that was previously deemed to be too small to build a house on (example 50X100 ft lot or smaller). The first set of pictures from Portland show a house that, due to government created land shortage, was sold for an inflated value of $171,000.00. The house was demolished and in its place 5 houses were built. A prime example of what is meant by “redevelopment.” “Transfer of Development Rights” is described on page 127 of Part Three — Implementation of the
Shelby INSERT YOUR COUNTY HERE County proposed Comprehensive Plan The government created land shortage in Portland is to the point that 15 foot wide houses have been constructed. (The picture above shows 4 of the 5 houses for this redevelopment project.)

You moved into your home and never thought that someone could demolish the home next door and put two in it’s place. Look across the street. Three houses could be six.
Don’t think only old run down homes are being demolished. See the attached photo section showing a PRISTINE $265,000.00 home that is now gone. FIVE homes will soon be in its place.

Portland YOUR TOWN zoning protection! They’ll change minimum lot size requirements right under your nose. And you won’t be happy. Nope. I guarantee, you’re not going to like what’s on the zoning menu.

People all over Portland noticed something odd was happening. Nice homes were being torn down to be replaced by 2 or 4, fifteen foot wide, two story tall homes. “Infill development is the establishment of a new land use on a site that may be undeveloped, underutilized or otherwise marginally acceptable for development but is located within an established, stable development where public facilities such as roads, water sewer and general services are available.”
They soon learned that a code change in 1991 eliminated the minimum lot size in their neighborhood. A lot could be “segregated” or cut in two if originally platted that way.

The industry of modern psychiatry has officially gone insane. Virtually every emotion experienced by a human being — sadness, grief, anxiety, frustration, impatience, excitement — is now being classified as a “mental disorder” demanding chemical treatment (with prescription medications, of course).
The new, upcoming DSM-5 “psychiatry bible,” expected to be released in a few months, has transformed itself from a medical reference manual to a testament to the insanity of the industry itself.
“Mental disorders” named in the DSM-5 include “General Anxiety Disorder” or GAD for short. GAD can be diagnosed in a person who feels a little anxious doing something like, say, talking to a psychiatrist. Thus, the mere act of a psychiatrist engaging in the possibility of making a diagnoses causes the “symptoms” of that diagnoses to magically appear.
This is called quack science and circular reasoning, yet it’s indicative of the entire industry of psychiatry which has become such a laughing stock among scientific circles that even the science skeptics are starting to turn their backs in disgust. Psychiatry is no more “scientific” than astrology or palm reading, yet its practitioners call themselves “doctors” of psychiatry in order to try to make quackery sound credible.

EVERYONE NEEDS TO UNDERSTAND THEY LIVE IN A WATERSHED!

A recent article in a local weekly newspaper, The Beacon, centered around meetings being held to discuss the preservation of the Cahaba river. There was talk about the Cahaba watershed and steps that need to be taken within that watershed to clean up the Cahaba or see that it isn’t polluted any further. We see such “watershed” meetings being held all across the nation, just as we saw “visioning sessions” a few years back and sessions on the educational “goals 2000” a few years before that.
A closer look reveals that more often than not some of the same consulting firms get involved in these meetings regardless of where they are being held. Whether in Birmingham, Alabama or Guilford County, North Carolina or some place in California the same names are likely to pop up. Local taxpayer dollars, often in the hundreds of thousands, are being paid by elected officials for so-called studies to determine the best approach to saving mother earth. (I refuse to make a god of mother earth by capitalizing the title.)
Many people, when they hear of such meetings or read about them in their daily newspapers, tend to think they apply to someone else and will have no impact on them personally since they do not live near the river. Because of this they are prone to ignore what is being planned.
WHAT EVERYONE NEEDS TO UNDERSTAND IS THAT YOU LIVE IN A WATERSHED! No matter where you live, the water that falls on your property works its way into a stream somewhere. That stream then winds its way to a river. Most likely in the Birmingham area and its environs that river will be the Cahaba or the Black Warrior. In North Carolina it could be the Catawba (visit UCRLA web site at: www.ucrla.org/), wherever you live there’s a river close by, and when regulations are issued to residents within the watershed — that means YOU.
Citizens in and around Birmingham are already paying a “rainwater” (or stormwater) runoff fee that is being added to their annual property tax. For the moment it is relatively minor for homeowners but some businesses are being hit pretty hard. In some places (Greensboro, North Carolina for example) this is a quarterly fee added to their utility bill and is virtually equal to the amount they pay for water. These fees are supposedly to pay for repair of the pollution caused by the water running across one’s property on its way to the river.
Each state is having to collect some kind of fee because of regulations from Washington accruing from the “Clean Waters Act.” As of now the states have leeway as to how they manage this and the state regulations will vary from state to state. Nevertheless, the edict did not originate within the states but came down from the federal government. The federal government, not so incidentally, was responding to requirements established through one or more United Nations treaties.
The Delphi Technique
The Delphi Technique was originally conceived as a way to obtain the opinion of experts without necessarily bringing them together face to face. In Educating for the New World Order by Bev Eakman, the reader finds reference upon reference for the need to preserve the illusion that there is lay, or community, participation in the decision making process, while in fact lay citizens are being squeezed out.
A specialized use of this technique was developed for teachers, the Alinsky Method (ibid., p. 123). The setting or group is, however, immaterial. The point is that people in groups tend to share a certain knowledge base and display certain identifiable characteristic (known as group dynamics). This allows for a special application of a basic technique. The change agent or facilitator goes through the motions of acting as an organizer, getting each person in the target group to elicit expression of their concerns about a program, project, or policy in question. The facilitator listens attentively, forms task forces, urges everyone to make lists and so on. While she is doing this, the facilitator learns something about each member of the target group. He/she identifies the leaders, the loud mouths, as well as those who frequently turn sides during the argument – the weak or non-committal.
Suddenly, the amiable facilitator becomes devils advocate. He/she dons his professional agitator hat. Using the divide and conquer technique, he/she manipulates one group opinion against the other. This is accomplished by manipulating those who are out of step to appear ridiculous, unknowledgeable, inarticulate, or dogmatic. He/she wants certain members of the group to become angry, thereby forcing tensions to accelerate. The facilitator is well trained in psychological manipulation. She/he is able to predict the reactions of each group member. Individuals in opposition to the policy or program will be shut out of the group.

The essence of the Hegelian Dialectic is to assume opposing views (the thesis and the antithesis) and to work toward a resolution that both sides can accept (the synthesis). This sounds like a very reasonable approach (which it is in some situations). In any situation where there are two sides to an issue (a dispute between neighbors for example), compromise is often the best solution. The problem arises, however, when belief systems become involved. You see, the Hegelian Dialectic does not provide for absolutes. It demands that participants be willing to compromise. One cannot compromise an absolute.

committee. This will ensure that food labeled
“Organic” is authentic.
3. Constant measurements will be taken to
guarantee that the sustainability and ecofriendly
parameters [BMPs (best management
practices)] are maintained.
4. Organic farming will be productive without
the use of pesticides and unnatural fertilizers.
5. Industrial farming will no longer be allowed
to damage the earth.
6. Importing foreign food products will be
reduced in order to increase local production
